Расширение ЕС и ситуация с иммигрантами в Италии (2004–2013)

Аннотация. В статье рассматривается влияние пятого и шестого этапов расширения Евросоюза на изменение ситуации с иммигрантами в Италии. Анализируется законодательство, регулирующее въезд и пребывание граждан Европейского союза на Апеннинах, а также меры по ограничению трудовой миграции из стран Центральной и Восточной Европы. Приводятся статистические данные о динамике миграционных потоков, их характеристике и направлении. Существенное внимание уделяется отношению итальянского общества и политической элиты к происходящим процессам.
Abstract. This paper reviews the impact of the fifth and the sixth EU enlargements on the evolution of the immigration situation in Italy. The legislation on the entrance and residence of the EU citizens in the Italian Peninsula as well as restrictive norms for labour immigration from Central and Eastern Europe are analyzed. Some statistical data on the dynamics, characteristics and direction of the migration flows is provided. Special attention is paid to the attitude of the Italian society and political elite towards the process.

Исследования общественного мнения в странах ЕС показывают, что в течение десятилетий для более чем 50% респондентов европейская интеграция ассоциировалась в первую очередь со свободой передвижения в пределах Сообщества (53). Хотя масштаб внутренней миграции до сих пор невелик, а направления потоков остались прежними – с юга на север и с востока на запад, – сам факт, что в любой момент без длительных бюрократических процедур можно оказаться на другом конце континента, греет душу многим европейцам.
